The Clarity Act failing on Tuesday did hit the market. The broader market sold off that day, with alts and U.S. crypto stocks taking a harder hit and longs getting liquidated. $ETC followed the drop, falling from around 7.6 to 7.2 on the 15th, then bouncing back to about 7.4.
