It is a way for ledgers to talk to each other, which means it's a way for tokens to move between ledgers smoothly and securely, without all the flaws of a bridge in between. So today we have bridges. This is an alternative to bridges. It's not an alternative to transactions. You still have your transactions you've always had. This is another way of doing bridges. It's another way of moving things between ledgers and it doesn't have to just be tokens. It could also be a smart contract on one ledger makes a call to another smart contract on another ledger and then it replies back to the first one and you have a mathematical guarantee your call will eventually get through and you will either run it and get back the answer or you'll get an error message saying oh there wasn't enough to pay for the gas or whatever but you're guaranteed to get back that answer, guaranteed. So that's the purpose of Clipper.
