I have saved since my 20's into a Vanguard Tax Sheltered Annuity plan, which I think is a 403B, through my healthcare employer, until I retired 2 years ago. It is all pre-tax $ in there. (I was under age 55 at retirement.) My son will start college next year and I need to pull money out of my retirement funds to pay for this. ( I can afford it.) I understand I cannot take money out without the 10% penalty tax because I am still under 59 and a half years old. IS IT TRUE that if I rollover my money into a traditional IRA , still with Vanguard, I will be able to pull money out and NOT have to pay the 10% penalty on top of typical income tax? I don't want to bother with the rollover unless it benefits me in this way. I am good at chemistry, not so good at understanding investing. I just kept putting money in from my paychecks all these years and left it be... I don't want to mess with it if I don't have to because the learning curve is steep. But if it saves me 10% to do a rollover before I pull money out for his higher education, then I will start figuring out how to do that. I hope I've said this in a way that makes sense. Thanks for any advice/help.
