BIP110 is only the first in a series of attempts to try make Bitcoin more spam resilient, fix Bitcoin Core Segwit/Taproot flaws and restore their OP_RETURN mistake. So yes, we will try again. Segwit took 10 BIPs to activate. There's no shame in BIP110 fizzling out.
