Franklin Templeton's head of digital assets and innovation Sandy Kaul said whether the Clarity Act passes or not, it won't impact what her organization is building out โ but she does expect a massive institutional capital unlock if it does pass. [Spoken audio]: I have to ask, because we have to ask everyone right now, does the Clarity Act impact anything that you're building, whether it passes or it doesn't? Whether it passes or not, it doesn't impact what we're building, but I think that there will be an unlock of big institutional capital if they pass the Clarity Act, right? Big institutions like pension funds, endowments, they can't put money into these markets without regulatory certainty because they're fiduciaries, right? So that's to me the biggest opportunity there, is that it's gonna give these investors with really deep pockets and big pools of money who don't have much crypto exposure, the right cover they need to start establishing positions and allocations. Well, it's interesting because as I kind of said at the beginning, the institutionalization of crypto has become the big narrative, but what does that actually mean, I guess? Because most of that, as I think, back to the past few years, has actually been institutional products for retail. That's right. Coming online. actually been institutions themselves investing that's been them providing services and creating products. So what is what is that next wave of institutionalization look like? Well and I think that's it. The first wave of institutionalization was big institutions building out the capability to operate on the rails. The second has been big institutions now building their own capabilities and now the third is going to be big institutions moving their investment capital onto these rails to really capture the growth with opportunity. Are they excited that the price is down? They don't even understand. We've got to start with basic education there, but they're asking for the education now, and that is a huge change from where we were even 18 months ago. So in that process, we're exceptionally early. Yeah, we are exceptionally early, but don't forget when the hedge, when institutions started moving into the hedge funds, between 2002 and 2006, they moved more than a trillion dollars into hedge funds, right? So, when institution.
