Why a per-IP rate limit doesn't stop the Agave simulateTransaction executor saturation `simulateTransaction` runs synchronously on Agave's shared Tokio pool (no `spawn_blocking`), `sigVerify` defaults off, and it's gas-free, so unauthenticated requests hold the workers that serve every RPC method. On `solana-test-validator 2.2.16`, 8 concurrent workers scaled throughput 1.13× (not 8×) and raised per-worker p50 latency 7.5×; the whole tier slows. A requests-per-second cap reads this as volume and misses the real cost (holding a worker ). Rate-limit `simulateTransaction` per IP, or reject oversized compute-unit limits at the proxy.
