This is a Circle-defined identifier and Stellar's CCTV domain ID is 27. Developers should use this domain identifier when calling CCTV contracts and IWIS API endpoints. Stela address handling is also different from EVM chains. Stela addresses are stringy strings but CCTV messages carry raw 32-byte address payloads. And because of that, CCTV treats Mint recipient on Stela as a contract address. So if you're sending USDC to a Stela user account or Mark's account, use the Stela CCTV forwarder. Set both Those mint recipient and destination caller to the CCTV forwarder contract address and include the final Stellar recipient in hook data.
