Subtitles appear throughout the clip transcribing his speech: "that get a deposit token But engineered of your reserves stablecoin yield we're really on multi-chain? contracts." The video opens and closes with a blue overlay effect covering portions of the frame, while an audience member's head is visible in the foreground. > > "“How does a small community bank get into stablecoins?” At his @FT Digital Assets Summit panel, CEO Paul Neuner shared our vision for eUSD as unbranded digital dollars. [Spoken audio]: Say a little bit more about the M0 and M1 and how that would actually work. Right, so what we're part of the issue with Clarity Act and what's be our sorry the Clarity Act is is essentially clarifying that within genius the approbation on passive yield for stable current rewards is effectively trying to close out loophole and saying if you're getting fed interest or what have you you have to be participating in the fraction reserve lending system you have to actually be rehypothecating our loaning money out, as opposed to just, right? And so I think part of the problem is that how do you actually do that if you're working with a stablecoin? So do you actually take a stablecoin and deposit and then get a deposit token as an on-chain reference? The way I think this really operates is somewhere where you can actually take, change the state of a stable coin on deposit within a self custodial wallet or within exchange, but being that a bank issuer allows that to happen. And so if you, the whole debate, I think gets back to stable coins originally starting as a non-bank thing. Right, yeah, where you had a digital asset that needs to be engineered to stably peg to the value of an underlying asset. If you are a bank issuer and with Genius Act, it legally represents the underlying asset. So it removes a lot of liquidity issues. If your reserves can actually, the front door of your reserves at least can be in a Fed master account. I think that also does as well because you can have instant settlement that way. So our focus with obviously we like the fact that as a bank and an issuer, we can give stable coin yield even if stable coin rewards are banned. But in the long run, there's 5,000 banks in the United States. So how does a small community bank, this is a concern of the feds, how would they get into stable coins? So that's where we're really pushing towards against branded stable coins like USC, I don't think our children are gonna be using USDC, USCT or PYUSD, I think they're gonna use digital dollars. And so how would a small bank today issue a stable coin on multi-chain, it would be very difficult. Whereas if there's more of an open one-to-one vaults that's connected to Fedline on one side and DeFi protocols on the other, you could just be a small bank that issues a small amount of USD that is mixed in with all the other banks' contracts. And that's kind of the world that we're looking at is more unbranded digital money, which to me, really, if it's issued by a bank in cooperation with the Fed, it becomes somehow in the middle of a CBDC, a stable coin and a tokenized deposit." ### Post #2 by @XPROGTDBN28 > **Author:** XPR_OG ([@XPROGTDBN28](https://x.com/XPROGTDBN28)) > **Metrics:** 22 likes · 4 retweets · 0 comments · 647 views > **Posted:** 2026-05-31T22:30:49+00:00 > **Source Link:** [https://x.com/XPROGTDBN28/status/2061213840306544809](https://x.com/XPROGTDBN28/status/2061213840306544809) > **Visual Note:** The image shows an open book with a document inside, which appears to be a bill or a law related to telecommunications. The text in the book suggests that this could be a law about connecting mobile networks to banks or telecoms infrastructure. This idea is gaining traction as more people are using mobile phones for banking and other financial services. The thesis presented in the image supports this notion, stating that mobile network operators already have access to vast amounts of data from their users' devices, which can be used to provide better services and improve customer satisfaction. > > "Most crypto projects are trying to connect blockchain to banks. @telcoin is taking a different approach: connecting blockchain to telecoms.
