I've been working through a bounding problem and keep arriving at the same thing; if uncertain then retain ownership, rather free capcity and hope. Imagine a worker pool that allows at most 10 long running jobs at once. A worker loses contact with one of the jobs and can't tell whether it stopped or still runing somewhere. If the scheduler immediately returns that slot to the pool, it may start 11th job while the supposedly finished one is still active. Same pattern with other resources: a temporary file deletion fails then don't return the disk quota yet or a connection acquisition races a timeout then somebody still needs to own the delivered connection."
