The way that these things historically work as a developer will put them forth, and then miners need to signal whether they support it or not. Typically, there's a high bar of support needed by miners miners to rubber stamp it, usually around 95%, but even after that, even if a BIP receives 95% miner signaling support, that doesn't necessarily mean that it's actually going to be adopted and put into place because you really need broad network consensus. So that includes other participants other than miners, people like exchanges and any other participant of the Bitcoin blockchain. What BIP 110 does, it looks to restrict some use cases of the Bitcoin blockchain. In 2024, Ordinals and Runes were launched, and what these were, they essentially made it so that you could launch meme coins on the Bitcoin blockchain that would be Runes, and Ordinals allowed you to create almost transcriptions in certain Bitcoins. So if you could think about it from a collector's edition, if you think there's something important about a certain block being mined, maybe you could mark a satoshi that was mined at that block. So it adds kind of a collector aspect to individual bitcoins and actually the satoshis that they could be broken up into. And so critics of the Ordinals and Runes has said that this essentially fills block space with spam and defenders of allowing runes and orals, they don't necessarily support them, but they don't agree that a change to the blockchain should be made. And so one of the key contentions in this debate is not just about whether that they should be allowed or not, but the actual minor signaling support that's required to approve this blockchain is only has to be 55%, so much lower than the 95% that you see with other BIPs. There's really only been several BIPs that have gone into the protocol, or changes that have been made to the protocol historically. And so again, it really takes a broad consensus to make a change to the blockchain."
